hive already has a way to prevent bow spamming, they use it in sw and tw. theres an upcoming content update which I expect to add it, but you can vote for the topic

you have to either have really good aim or be hacking to be able to bow spam from a distance. typically when people talk about bow spamming, it means when someone is like 6 blocks away from you using low-charge arrow shots, not aimboting you from 50 blocks away; thats just hacking lol
