the hive hand picks them/they invite them (as shown in your picture). also, youtube shorts arent really videos (well they are but not very long videos). the hive would have to make new rules/requirements for it. maybe you could list some reasonable requirements here?
YouTube shorts are completely different from YouTube.
It’s essentially a TikTok knockoff, as the algorithm that promotes and suggests videos isn’t anything like normal YouTube. It’s way easier to grow the views, but it’s really hard to keep your viewers interested.

Instead you should ask for YouTube Short creators to be eligible for Tik Tok Rank since YouTube Shorts is knock off of Tik Toc (YouTube Shorts is better though)
