Wither skin accepted, but not wither skeleton

What is the bug?
In the 2nd birthday pack skin on marketplace, the wither is accepted on the server, but not the wither skeleton. I would like to see this skin accepted.

This issue is sadly out of our control, as it is dependent on the data Mojang send us about these skins.
