Idea:
Since it would actually be somewhat accurate to how a “gun” would work, use crossbows instead for sheriff weapon.

I understand what you mean but it could actually be quite balanced if they gave it the same recharge time as the murderer ranged weapon
For recharging but since the arrow takes time anyway it would work. Crossbows shoot instantly when loaded.

But why change something that is:
First, it’s original. Second, why not change it up? A cult is a cult, but if you constantly dwell on the past, you can lose interest in the game. You can split the game into two directions: the sheriff will have a crossbow in the form of a pistol, and the civilians will have a single-shot stun gun in the form of a bow. (Sometimes, when you see a player with a bow, it’s hard to tell who he is - a civilian or a sheriff.)
It’s a niche idea. But, the problem is this would violate minecraft’s server rules. Being that there should be no representation of guns. I believe a crossbow with quick charge III would be better.

Yes a game gets boring when there is no change. But this would negatively effect the game, the insta shoot is a core aspect of MM, other changes could help but not this.

There is a way to fix your dissatisfaction, the crossbow has a vanilla enchantment “reload III”, with this enchantment the reload speed of the crossbow becomes faster than the reload speed of the bow! With such an enchantment, the crossbow as a weapon for the detective will be very playable! 
But you can still spam with this, even faster
Nah, the crossbow reloads faster, but you have to wait for the ANIMATION to finish reloading, with the bow you can shoot almost with a normal click of the mouse button :/, because with the bow it all depends on how hard you pull the string, in murder mystery the bow works differently than in vanilla, it works like a firearm, just quickly click the mouse button and here you have a UZI, hahaha.

How does a crossbow represent a gun? The idea is that it is functionally more like a gun, but a crossbow on its own isn’t anything like a gun other than the fact that they both shoot things…
