The Spirit Sweeper will still give me the ghost detector for the quest, even though I have already finished it and received the costume. I do not believe this is intentional.

I’m still experiencing this issue myself as I completed the hunt 3 days ago and it still offered me the Ghost Detector.

This most likely may be the case.
Ah yes, that’s likely why.
When the Halloween update was first deployed, part of the hub world didn’t load properly, and one of the ghosts just so happened to be in the area that didn’t load. Players who completed the hunt during this time only needed to find 12 ghosts instead of 13, which is probably why you still have the ghost detector.
If you go find the remaining ghost, I imagine it would resolve this issue, but there’s otherwise sadly not much we can do.
