Is it a feature of Hive Plus to do the feature were you have to be friends with a player for them to inv u to party, as an example if u p invite pizzas it says “You must be friends with this player to invite them to a party” can I turn it on?
No, this is only currently a feature of staff and other special ranks. You can vote for this suggestion here
