Every time you kill someone a visual effect will happen

These effects are level unlocks and every time you get a kill these effects would happen (Lightning,explosion, a rainbow)

these effects are cosmetic and does not do any in game damage and could be toggled on and offed

This would killing more satisfying and would be really cool if lightning would summon very time you elliminate someone

It’s literally a feature that is already in the game, Yoshi didn’t “read it wrong.”
