Sometimes, in Just Build voting phases and declaring winners have the same amount of votes that creates an unfair/unbalanced ranking among the three or two.
Creating a second phase voting where those builds with the same amount of votes would easily determine the true winner. And for the trolls, empty building spaces even wins every game I play.
