I think they should add a private msg system without party with 3 members. Just do /msg [Player] to send a private message, and with /r answer them!
Unlucky Party chat need at least 3 members 'cause of Microsoft rules. 3 members at least can reduce a lot rulebreakers in chat, because if you are in 2, mostly nobody will report the other!

Hive has stated that they can’t add this, as Microsoft’s policies state that chats between only two players are forbidden.

As has been mentioned, we are unable to implement 1-1 private communication on The Hive. This is down to player safety reasons and Microsoft policies surrounding this.
