Make a (general) Hive rule saying not to abuse the ‘Join Server’ button from the friends list to gain an unfair advantage over anyone, in any manner, in any state at any time.

It technically is against the rules since you’re getting an unfair advantage.
Still the admin said that there isn’t really a rule about it and until then you should just avoid it. Now that I think about it, there is really rarely a way this type of use of the button can be justified.
I can think of many ways in which the use of the button can be justified, and personally I would say if someone is doing that to an annoying extent to me I would unfriend them. That seems to be the simple solution at least but I see where you’re coming from.
Basically what Tranker said; if someone on your friend list is annoying you by joining your games, you can remove them from your friend list
