I’m unable to report people while spectating, it says there’s no one in the server.

Thanks for submitting a bug report.
Unfortunately, you can’t report players in games you didn’t participate in, meaning only players who were in the game when it started can report them when they are eliminated.
This is being looked into possibly changing for the future, but as it stands, this is the only way.
