First, welcome to the forums
Second, you get the translator hub title by submitting translation suggestions/language bug reports (in Translation Bug Reports), when it gets accepted by the staff then you eventually recieve the title. You need to make sure though that you are fluent and understand the language you are suggesting to be fixed.
