Fire Charge cannot be moved in the inventory

What is the bug?
If I try moving a fire charge in my inventory, it doesn’t work and it stays on the same slot.

Device(s) & Version
When I experienced this, I was on Minecraft for Windows 10. I don’t know if that happens on other devices.
