Configure mount option appears on mounts with no configurations
The configure mount option appears on mounts with no configurations in your hotbar. When this is the case, it opens a blank screen when the item is used.

Device & Version
Windows 11 PC, 1.21.73.

Bumblebee
Wooden Chair
Helicopter

Reindeer
