The suggestion is appreciated but sadly there currently isn’t any plans to add a new region at this time. However this doesn’t mean that this won’t happen in the future.

There is no restrictions on speaking any language on the server. You can speak whatever is comfortable with you but making a server just dedicated to a certain group in a community wouldn’t be feasible as of now. Adding new regions will be something to consider in future, currently there are no plans on it
