My idea is that you can use an command to prevent your normal chat room to an friend chat room a bit like the party chat.
The command could be /friendchat, or just /fc.
Unfortunately, Microsoft doesn’t allow 1 on 1 chats, so this would be possible

Microsoft doesnt allow this due to it being hard to keep track of, ultimately making it not safe for children online.

That isn’t the suggestion, it’s a friend chat room, which would mean if 2 or more friends were online, you could do /fc and chat

edit: to elaborate, the party system (/party or /p) also got a party chat if there are more than two people in the party. This being /pc. Therefore you are suggesting something that a
ready exists. 1 on 1 chats will never be a thing because the internet will never be fully safe
