If an invalid [hat] is entered for /hat [hat] or /hat [hat] [variation], the popup should be the hat menu.
If a valid [hat] and invalid [variation] of [hat] are entered for /hat [hat] [variation], the popup should be the variations of the [hat] menu.
The [variation] can be ignored if an invalid [hat] is entered for /hat [hat] [variation].
