You can obtain configure mount outside of riding mounts
If you’re riding on a mount with configure mount available to you, if you fly into a game NPC, then go into your inventory and quickly place the configure mount item in the crafting grid as your mount is gliding into a game NPC (the game should despawn your mount), the game fails to remove the item from your inventory.
