Idea: In Custom Servers, there should be an option called “Tools on Spawn” where you can decide what tools to take away from when you spawn. Basically you can make it so everybody only spawns with a pickaxe or maybe just a sword. The screen when you press the option “Tools on Spawn” would look like this: “Sword, Pickaxe, Axe” they would be going downwards. The words would be highlighted in green and if you press on either of the tools, they will turn red which means you will spawn without them in the start.
