In case this still needs more info, I also seem to have the issue.
If it helps, I play on an Xbox one S.
My skin is normal height, the arms are the normal width, and it fixes for a little bit if I switch to a different skin, then switch back to this one.

I think it is because of the straw. In the mouth, or the green color.
But it is probably, because of the green color.
I think the server thinks it is an empty space 
I tried removing the straw, people still said i was a yellow Steve.

They were supposed to have fixed this by allowing all Character Creator skins.
wait, is the wheat toothpick issue still a thing?
I have a friend play on hive with wheat toothpick and diamond crown. It works for him, no skin glitching etc

They are not allowed Because it’s an unfair gameplay so Go report em in the hive discord server (#bedrock_ingame_report)
Ender Dragon skin with obvious hitbox: nah, let’s block it
Own skin with loads of custom geometry: let’s keep it. That’s fair

I actually tested this, it seems that the custom skin that is only green (forgot the name) is blocked by the filter.
All my character creator skins are blocked too
I have one that is Steve just pink and it doesn’t work

Ik, but i saw red among us character, and other smol skins. idk how they bypass the filters
I’m pretty sure the fire on that skin is animated, so maybe that has something to do with it, but again I only know this because I saw a skin like this on the hive with the fire shoulders, sooooo
