But the mace requires skill
And a lot of players HAVE skill. Nemos have a ton of counters, which can make them essentially useless if you know what your doing. Plus, the mace would be able to 1-2 hit a full diamond using huve wind charges. It does not even take that much skill to learn it if you focus on learning it, which will lead to an item that essentially makes you unstopable.
Maces counters are:
Needs to be high
Walk to the side
Be in a building
Yep and that’s why Mace is not over powered
Nemo is rare and doesn’t deal an INSANE amount of knockback. I like to use it and fight it, it adds VARIETY

The mace would also be rare, and since it is hard to use it would add more variety. If you want to see why the mace isn’t that OP use it in a duel.
The mace would lead to wind charges being added, which are essentially pearls in their own due to how Hive coded them. What if you were on a map with a middle that has height (Pillars) and jumped to kill someone while they looted the mystery chest?
Btw your needs to be high and building counter are literally the same 
Nemo Counters:
Dig one block down
Put a wall
Be in a building
Use a ranged weapon
Just stay away from edges
Deals no damage
Rare
Nemo Abilities:
Deals kb which can knock the enemy off or trap them. Thats like genuinely it. Easy to use I guess?
Mace Counters:
Be in a building
Use a ranged weapon
Move to the side in a confusing way
Rare
Mace Abilities:
Deals a ton of damage in a second making the fight much easier
Allows you to sneak up to others due to wind charges going so high you can travel half the map with one
Easy to hit once you practice

As you can see, the Nemo has more counters than the Mace while the Mace has more abilities. It’s the making for disaster. Have you played any sweats before? Any? Because one thing I will say is: Sweats = VERY GOOD 
As somebody who has practiced with the mace I only hit 20% of the time just because moving targets are hard to hit. Also what if hive didn’t add wind charges with the mace.
OR what if they made the mace do less dammage then in vanilla? 
What if you snuck up on the opponent? They might not expect it.
That is like Bedwars without beds. Aah yes the enemy is building 20 blocks up while I could see they already had a mace if only I had my trusty sword to hit them off the pillar. That essentially makes them useless, since there is no easy way to get the enemy and they can see you.
But now the rarity decreases. Your points have begun to seperate from the main ideas.
You are saying no wind charges might work, but now the mace is pointless and fights wont be fast like Titan originally wanted. He also asked for wind charges, so your shutting down his original idea. Finally, reducing the ability of the mace makes it not meant to be in the mystery chest. What you are beginning to do is seperate from the main point, by now just make your own idea if you like but don’t like this one so much.
How this should be added:
Less dammage
Rare
Weekly item?

The mace is a hassle to use, not only do you have to get high up most likely by pillaring, the person you are trying to smash could just see you and move out of the way, or they could just move at the last second and die to fall damage.

I’m not saying that you’re bad I’m saying that others would not struggle with it as much as you, making it very OP because people would be able to hit with it at a fairly consistent rate.
That’s not true, you need to play mace pvp if you want to have any input IMO
