I reached level 23 to get the Angry pirate avatar and the gold hoarder title. But I only received the angry pirate avatar and not the title.

Thanks for reporting this issue, I have logged it and it will be looked into soon 
This issue has now been fixed, the patch will be rolling out tomorrow, you should get your missing unlocks upon joining a game after the update
