Add a 'forums' suggestion sub-category

Just as the title says. I just made a post about the off topic colour getting changed and there isn’t a forums suggestion category. Adding this would be nice :))

Yours is still the older topic, plus the more could just merge this thread into that one (there’s a feature for that!)

I think the #suggestions:anything-else category does just fine in that regard tbh.
